History
Surprise was Founded in 1938 by state legislator Homer C. Ludden, he named it after his hometown of Surprise, Nebraska. It started out as only a few houses and a gas station on a one mile square parcel of land, but Ludden subdivided it, building inexpensive housing for agricultural workers.

Incorporated in 1960, Surprise saw tens of thousands of retirees moving to its city limits between the 1990’s and early 2000’s to live at the Sun City Grand, an age-restricted resort. Sun City Grand has become a large contributor to the city’s population. Ludden’s city of Surprise, Arizona has long since eclipsed the population of his old home town in Nebraska, which had a population of 44 in 2000, according to the United States Census.
